The State Sector’s New Clothes
CEQ takes a close look at the state-owned enterprises (SOEs), which lie at the heart of Xi Jinping’s strategy for restoring China to greatness. The market has been confused by policy gyrations over the past year, and by the contradiction between the government’s reformist rhetoric and rather less than reformist deeds. But we think the core aim of Xi’s economic policy is actually pretty clear: to strengthen the SOEs and make them more effective instruments of macro management at home, and more powerful agents of national economic aims abroad.
